HUD CHAS housing needs and homelessness data sources

Source-discovery record for CHAS housing-needs tabulations and distinct homelessness products; observations have not been integrated.

Catalog-only · documented candidate; observations not integrated

What the sources answer

Comprehensive Housing Affordability Strategy tabulations add income-related housing needs and housing problems to ACS-based information. They should be used with their underlying multi-year reference period, publication date and income categories visible. A later release date does not make the underlying observation period current.

Homelessness products answer different questions: a point-in-time count describes a particular night, shelter inventory describes beds, and annual sheltered-service measures describe their administrative universe. These are not interchangeable counts of every person who experienced homelessness during a year.

Integration status

This record is catalog-only. The documentation identifies candidate producer resources, but no CHAS or homelessness observations have passed this website’s ingestion and calculation review. There is no locally maintained CHAS download behind this page. The integrated rent-burden measure instead comes from ACS B25070 and has its own denominator.

A CHAS integration requires verified file access, schema, release, rights and geography. Homelessness data require Continuum of Care boundaries and source exclusions; a CoC must not be assumed to match a county. Administrative service counts must remain separate from unsheltered population estimates.

Interpretation and reuse

Separate gross rent, contract rent, owner costs, HUD rental benchmarks and market asking prices. Income-relative housing problems are not a property listing or a household benefit-eligibility determination. Do not publish sensitive shelter locations or identifiable household records.

Review the producer’s current definitions and usage conditions before storage, calculation and redistribution. Source availability and coverage may differ between products. This page is a guide to selecting a product, not evidence that every file is currently downloadable.
